「日本人はどれだけ間抜けなのか」　男性Ａ（２６）は笑いながらこう語る。

　両親ともに東南アジア出身の在日外国人２世で、妻と子の３人暮らし。製造会社の正社員として働いている。
愛車は、新車価格約３００万円の国産車。何不自由ない生活を送りながら、その懐には国から毎月決まった額の“お小遣い”が入ってくる。

　「妻が去年から生活保護を受けているんだよ。児童手当やほかの福祉手当を合わせて月２０万円が丸々入ってくる。僕の給料と合わせると（月の世帯収入は）５０万円ぐらい。年収にすると６００万円以上になるね」

　本来、生活保護は「生活に必要な収入を得るだけの労働が不可能」な人のみが得られる福祉制度だ。家族を養えるだけの定職を持つＡは、 この条件に当てはまらず、紛れもない不正受給になる。

なぜこんなことが可能なのか。

「妻とは離婚してるんだ。といっても、書類上の話。偽装離婚ってやつだよ。
役所に妻に『子供を抱えて生活できない』って訴えさせたら、すぐに（生活保護の）受給が認められたよ」
形式上は離婚になっているため、妻子は別のアパートを借りている。だが実際には、そこに住まず、普段はＡの自宅で同居している。

　「僕が住む団地の入居者はほとんどが外国人。中国人やインド人もいるけど、一番多いのが
同郷（東南アジア）の人間だよ。３００人は下らない。で、そのほとんどが生活保護をもらっているよ」
